The objective of this technical cooperation is to address identified gaps in Costa Rica's PPP institutional environment through the implementation of a Project Preparation Facility (PPF) that will provide the technical capacity and resources required to carry projects through the PPP process cycle. The PPF will have 3 areas of intervention: (1) upstream support to Costa Rica, such as PPP regulatory and institutional reforms, development and implementation of methodological guidelines and capacity building, (2) identification and prioritization of projects considering criteria such as sustainability, impact and feasibility, (3) support to contracting authorities to assess and structure sustainable PPP projects, including the design of risk reduction instruments.
